Introducing New File In Branch

If I am working in a branch and want to create a new module, what is the
procedure to follow?  Is it a regular 'cvs add' followed by a 'cvs commit'?
Does that file also automatically become part of the trunk?

What is the process in reverse?  If I create a new module in the trunk and
then want that module to be part of an existing branch what do I do?
