Thanks for the feedback, however, the config file you mentioned has no such
"LockDir=" line.
Any further ideas/suggestions?

You have a line, "LockDir=..." in the file,
"/cm/SRCrepo/ar2000/CVSROOT/config". The specified directory (after the
'LockDir=') either: a) doesn't exist, b) has permissions excluding write
privileges for you, or c) has a subdirectory you don't have write
permissions
for. c) can be caused by failure to set the setgid bit on the topmost dir
(`find <LockDir> -type d |xargs chmod -R g+s'). If you want more info,
please consult the CVS manual on LockDir. There is a version of the manual
online at http://cvshome.org/docs/manual .
