WinCVS is the best GUI client out there... if you like cvs GUI clients.
Samba is the best implementation of the SMB protocol out there.. if you like
SMB networks.  Permissions is the best security measure in a multi-user
system, if you like multi-user systems.

But, your problem isn't your lack of knowledge of CVS, Samba and unix
permissions, it's the simple fact that you are not using CVS correctly.  CVS
is not meant to be used with network mounts... NFS, nor Samba.  Just use a
pserver with you choice of security...
