The manual written by Per Cederqvist et al is the "bible" for CVS. It can 
be downloaded via the documentation link at this site which also has other 
good info about CVS.

Another excellent reference was written by Karl Fogel.  While you can 
purchase the book, he has made several chapters available for free at:
