TMPDIR variable

Hello
I want to know how to set the variable TMPDIR so that
whenever cvs creates tmp directories,they go into this
path.

specifies to use -T to set this variable but with what
command should I use it?
Will this option set this variable globally(for anyone
who uses CVS on this server) or do we have set it in
each client machine?
