Ok, sorry if I was trite. I understand, I'm just observing
that the error you got is the standard "command not found"
error for windows. I don't think it's coming from CVS.

With that in mind, I am not sure what the problem 
could be, try "cvs ci" instead of "cvs commit", that could
solve your problem in the short term..
