Do you mean Red Hat 7?

I use:

service cvspserver
        flags           = REUSE
        socket_type     = stream
        protocol        = tcp
        wait            = no
        user            = root
        server          = /usr/bin/cvs
        server_args     = --allow-root=/usr/local/cvs
