  cd tools
  cvs import -m"Import tools into ProjIPP" ProjIPP/tools TOOLS TOOLS_1_00
                                           ^^^^^^^^^^^^^

This imports everything in the current directory into ProjIPP/tools in
CVS.  The part marked with "^^^^" is probably what you got wrong.
