About cvs pserver setup

Dear Sir,

We are trying to install cvs pserver on our system.
We created a directory-'cvsroot' under  /usr/local/.
All the project files are under directory
    Then we modified the /etc/inetd.conf(in root) i.e
we inserted the line --
2401   stream   tcp  nowait  root  /usr/local/bin/cvs
cvs -f --allow-root=/usr/local/cvsroot pserver

then restarted inetd.conf by restarting inetd.conf as
we noticed the entry for inetd by executing the
command ps -el, but it was in sleep mode.
We also executed the command cvs -d /usr/local/cvsroot
init,which created a history file in CVSROOT

then we started the server by executing the command
'cvs pserver'
we noticed the entry for cvs pserver by executing the
command ps -el, but it was in sleep mode(S).

Then we tried to login from client system to
pserevr(Shiva) using command,
cvs -d :pserver:address@hidden:/usr/local/cvsroot login
it asked for the password.
When we provided the password it showed the error
messege as,
cvs[login aborted]:connect to Shiva:2401
failed:Connection refused and also
cvs[login aborted]:recv()from server Shiva: Connection
reset by peer

(*Note: In above lines gopi is the user name,Shiva is
the server name
Every user has account in both systems serverand also

We request you to guide us in setting up the cvs
pserver,please reply us as early as possible
