It's due to the different between your local time and UTC -- CVS
(almost) always outputs times in UTC but input times are interpreted as
local time unless specified otherwise.  If you just tack a "UTC" on to
the end of the time:

        cvs log '-d >2000-09-07 13:12:02 UTC' >mods.txt

it will solve the problem.
