If using canonical Unix groups isn't enough, you can try using file system ACLs
if your file system supports them (man setfacl).  Also read the documentation on
how to use permissions with CVS.

Have you considered the following:

For each project, there is a separate user id and a separate
group id, e.g.

Project foo: user "foouser" w/ primary group "foogroup"
Project bar: user "baruser" w/ primary group "bargroup"
etc.

Then use CVSROOT/passwd to map individual CVS user names
to UNIX user names, e.g.

joe:passwdhere:baruser
