The following worked for me on ubuntu 9.04:
gcc -static -I /tmp/include/igraph/ -L /tmp/lib/ -o i1 i1.c -ligraph
-lstdc++ -lm
igraph was installed with
./configure --prefix=/tmp
This was version 0.6, but it should work with other versions as well.
