...time for a new release ;)
this time the main effort went into writing documentation and
maintaining the webpages... it was great, if someone could do some
spell/grammar checking while reading the docs... ;)
I've investigated a bit more on the scan offset xfile;
I've taken some non-IEC-compliant MPEG2 program stream I had (most of
the svcd mpeg2 streams floating around seem to be that way), which
yielded (output from tests/mpegscan2.c if anyone should care):

..the same mpeg, after having been mastered and corrected on the fly
with the new --update-scan-offsets option enabled; and then vcdxrip'ed
again, but now IEC-compliant:

as you can see, the non-IEC syntax seems to have (unsigned) relative
offsets (which seem to be wastefull, because of half the bits being
zeroed anyway... I wonder how this syntax was caused in the first
place...)
