You need to install libgnutls-dev as well.
The complete build-dependencies on a Debian (or Ubuntu) system:
libreadline-dev, libgmp-dev, libgdbm-dev, libgtk2.0-dev, libpq-dev,
libsigsegv-dev, libffi-dev, zip, libsqlite3-dev, unzip, pkg-config,
libltdl-dev, gawk, libgnutls-dev, texinfo
