I believe we have modified Shishi to solve this problem as much as we
can do from Shishi's point of view.  What remains is to apply the patch
for InetUtils to delay initialization of Shishi until it is really
needed.  I have installed the patch in upstream already.  Thus I'm
reassigning this back to inetutils-telnet.

That is not to say that we can't chose another design, but that there
has to be a good justification for doing so.
