octave-4.2.0-w64-installer unable to find Java Runtime Environment

I am running the 64 bit version of Windows 10 Pro.  I ran
octave-4.2.0-w64-installer.exe and it gave me an error message saying it was
unable to find a JRE on this system, which was correct, since Java had not
been installed, so I cancelled the installation.  I installed
JavaSetup8u121.exe (32 bit version of Java), ran the applet to verify that I
have Java installed (Version 8 Update 121) and shut down the computer.  I
booted the computer and ran octave-4.2.0-w64-installer.exe and got the same
error message.  

Any suggestions would be appreciated.
