As with any Debian package, dpkg -L.

I see `libnlopt0` in the dependencies

  apt-cache show octave-nlopt | grep Depends

I don't know, I've never used it. The package metadata lists a web site,
maybe look there for some Octave usage information.

  apt-cache show octave-nlopt | grep Homepage
