If you're asking whether the Octave project provides binary rpms, the
answer is no. Someone else on the mailing list may have rpms that they
can offer you.

There is an rpm for Octave 3.4 in the EPEL repository for CentOS, but
that is a very old version and is probably not what you want.

Octave is licensed under the GPL version 3. Any binary distribution of
Octave must follow the terms of that license.

In case you're interested in an updated version I've sent links to the current Fedora 23 rpms. Your repo might not have up to date dependencies so you may have to chase those down manually.
