Did not you remember how did you install octave?
Before few days, were octave working correctly?
  
Perhaps from some accident, dependency libraries are lost.

This is not octave issue but library install issue.
Can you reinstall libcurl manually?

Or re-install octave.
$ sudo apt-get install octave 
(The above is case of Ubuntu.)
