I may have missed something.
I build octave 4.1.0+ on Ubuntu 14.04. I do NOT have libosmesa installed.
I used 'sudo apt-get build-dep octave' and then configure and compile.
It worked with no errors.
Have you tried 'sudo apt-get build-dep octave'?
Here are the steps I followed.
sudo apt-get build-dep octave
## download and unpack the tar file.
## do this in a directory that you have not used before.
cd octave
./configure
make
make check
