The Octave project has no connection whatsoever with XOctave. If you can't
get in contact with them, you're probably better off contacting your credit
card about it. And you should do it soon.

I contacted a XOctave developer back in 2010 when it was still free software
to fix a bug on XOctave. That was via the web forum on their old website [1]
(now closed [2]). Although free software, even at the time it was hard to get
the source code (as you can you see from the complains on their old website).

I then tried to contact them via the same forum 2 years later but never
got a reply.

register.com also gives me the following information if you want to continue
to get in contact with them:

  Name: Mehmet Bicak
  Street: 300 I houndschase ln
  City: blacksburg
  State/Province: VA
  Postal Code: 24060
  Country: US
  Phone: +1.5404492496
