I'm having the same problem running in Windows 8.1. I'm using the latest MXE build, 3.8.2-1, from mxeoctave.osuv.de, but it occured with 3.8.1 builds as well.
The problem occurs with all cursor choices, and for every one of the 10 or so font types/sizes I've tried. The cursor width is simply too small. I appears to be fixed at a fraction (roughly 0.9) of the proper font width.
I'd love to get this fixed if possible, because I am committed to promoting Octave in my grad dynamics and vibration classes I'm teaching this fall. I will use 3.6.4 if I have to, but the students will be more likely to adopt the GUI version because of the Matlab-like IDE.
