In summary I found success with 7_zip File Manager in my case by Extracting into my Octave directory as the "install directory" for both the Octave 7z and the Packages 7z...NOT into Octave/Octave3.6.4_gcc4.6.2 as the install directory and as I interpreted the manual install instructions on Octave Forge.
