You are asking for a lot of work and frustration to compile Octave.  Instead,
get the right binaries.  The Octave wiki has specific information for Debian
type flavors of linux.

I use Ubuntu and this what I did to get Octave 3.6.4 with documentation and
ability to compile oct and mex files:

sudo apt-add-repository ppa:octave/stable
sudo apt-get update
sudo apt-get install octave octave-doc octave-htmldoc octave-info
liboctave-dev
