I noticed that circulant_make_matrix does the same as gallery
("circul", v)' so I just deprecated it. It also performs a bit faster:
octave> t = cputime(); gallery ("circul", 1:x)'; cputime() - t
ans = 0.0040010
octave> t = cputime(); circulant_make_matrix(1:x); cputime() - t
ans = 0.020001
