Opps ... I found the problem.  The Software Center filters the results.  To the 
right of the "All Software" icon/button at the top of the Software Center there 
is a pull down menu.  If "Provided by Ubuntu" is selected then Octave's 
packages show up ... the "All Software" name fooled me.  I had thought "all 
software" would be seen.
