In which sharp peaks are produced.  Is there a way for me to bring the 
amplitude of these peaks down to be more in range of the overall signal average?

You question doesn't make sense to me.

Generally speaking, you are asking how to filter your signal; filtering can be 
linear or non-linear.

It is impossible to recommend a filter unless it is known what kind of signal 
is expected.
