Does the following woks "git clone http://git.savannah.gnu.org/r/gnulib"; ?

If so, on the root of your octave repo, edit the .hgsub and replace:

gnulib = [git]git://git.sv.gnu.org/gnulib

by

gnulib = [git]http://git.savannah.gnu.org/r/gnulib
