Probably because Octave had sumsq first, Matlab didn't have anything,
and then Matlab grew a neural network toolbox which added sumsqr.
I'm just guessing, though. I don't see a pressing need to copy a
function from a rather specialised Matlab toolbox into Octave core.
Matlab's sumsqr also does something different than Octave's sumsq.
