I don't know how to fix this. I see two possibilities:
1. Ask Julien Salort <address@hidden> how to fix his binary.
2. Install the port "octave-devel" from MacPorts
http://www.macports.org/
You may have to install XCode first.
After installation of MacPorts, type
sudo port selfupdate
sudo port install octave-devel +fltk
in the terminal. I use octave-devel on Mac OS X 10.6 for development of the
control package, therefore it should work for you too.
