I think you want OCTAVE_HOME = c:\Octave\3.2.4_gcc-4.4.0.  At least, that's 
what worked for me.

Yes, that code is not in the compiled installation.  It's in the source code 
tree at http://www.gnu.org/software/octave/download.html (download the 
tar.gz file).
