Hi Stewart,
as I wrote you need to run

setup.exe -X  -O -s http://matzeri.altervista.org

as from "setup --help" you can see:

 -X --no-verify                         Don't verify setup.ini signatures

but if you follow the links "All packages for cygwin-1.7 are  here:"

you will see that in

the package are 3.3.91 ones.
