you need to install libnc-dap-devel from the opensuse build service for
compiling the octcdf
1-click install from obs:
http://software.opensuse.org/ymp/home:ocefpaf/openSUSE_11.3/libnc-dap-
devel.ymp?base=openSUSE%3A11.3&query=libnc-dap-devel
and then install the package again.
