I think so. It looks like the dynare bug was reported 13 Oct 2009.

I'm not 100% sure where the snapshots are. But this:

Lists octave-3.3.50.tar.gz with a datestamp of Sept 12 2009. So I
think you are right that the fix is newer than the snapshot.
