You probably need to do

  chmod +x test_plot.m
  ./test_plot.m

or, put the directory where test_plot.m is in your shell's PATH (but I
would not recommend adding '.' to your path).

Also, the plot may disappear quickly unless you add a sleep or pause
to the end of your script.
