Hm, do you really need to compile this? I know that Quentin was the
one working on packaging Octave for Fedora. I'm not sure exactly how
Fedora and Red Hat are related, but I'm guessing that if it works for
Fedora, it works for Red Hat (this sort of reasoning is generally
precarious on the apt-based systems I prefer to use, but maybe it
works for Red Hat).
At any rate, looks like there already are rpms of Octave 3.0, and
perhaps it would be easiest to install those instead:

If you really need to compile instead of installing binary packages,
then you're missing all of the development libraries needed to install
Octave. The errors you see aren't errors but warnings, meaning that
Octave should compile but that you'll be missing functionality.
Someone who is more familiar with rpm-based distros than I might be
able to give you further advice.
