install arpack-1.0.4 conftest.cc command not found

Hi all

I am kinda new on this so detailed help would be nice.
my setup is FC8 x86_64, octave3.0.0, downloaded arpack-1.0.4.tar.gz
at octave's command terminal, I issued "pgk install  
arpack-1.0.4.tar.gz" from where the file is located.

configure: WARNING: no mkoctfile found on path
./configure: line 2751: conftest.cc: command not found
configure: error: Could not run
error: the configure script returned the following error: checking for  
gcc.... gcc
.....
checking for mkoctfile...no

so what should I do to fix this?
