1. Isn't Octave 3.0 available through Synaptic (or apt-get install octave)?

2. If you need/want to build Octave from sources, you'll need various "add on" libraries, for instance readline-dev (while ./configure complains that it can't find readline, it really complains about not finding readline-dev). To get all these "add on", try running the following in a terminal:
        sudo apt-get build-dep octave
(You'll need to enter the admin/root password)
Then try again running ./configure. Also, take a look here:
