Hello!! Octave on cygwin users

Octave 2.9.19 Cygwin testing binaries  have been Uploaded.
Perhaps this is the last release of octave 2.9.19.
(Do you download them as memorial ?)

There remains a few rough spots in the new octave-forge pakages (12/12 
release.).
However, the next 3.0.0 release will be done in the future.

The fix will be done at that time.

Enjoy the (perhaps) last release of the Octave on cygwin binaries for ver. 2.9.
