Yes. The Windows binary package comes with a mkoctfile.exe program that
allows to make oct-files. Note however that you still need the MSVC compiler
installed on your system (for licensing reasons, this cannot be included in the
package); this compiler is available for free (Visual C++ 2005 Express Edition).
