Dear Douglas Albert

Did you start cygwin X?
If you have not started it, press "startx" to start up
cygwin X.
Do you use the rxvt or xterm as a terminal?
If not the environmental variable is to be set.
See the  starxwin.bat. 

Another way to startup cygwin X, use starxwin.bat in
/usr/local/X11R6/bin.

Perhaps you have to edit it according to your
enviornments.
