horizontal error bars

I want to plot horizontal error bars as well as vertical bars for some
data. The errorbar function doesn't seem to be able to do this
(neither in Octave nor in Matlab). I haven't had much luck using
google.

There are a couple of user-created m-files to do this in Matlab, but I
get an error when I try to download them. They can be found here:

Are there any Octave scripts around that let you do this?
