Parmar,
what is the exact list of options to your 'configure' call?
Have you run 'make install' after 'configure' and 'make'?
Could you send the last ~50 lines of the output from make? If you didn't save
the output, run it again as 'make >make.log'. It will be much faster then the
previous make process.
Maybe also try 'find $HOME/octave9.6 -name octave'
