Octave comes with a number of stats functions.  octave-forge adds
a few more.  There are many things not included such as cluster
analysis and experiment design, but there are alternative functions
available on the net.  If you find some and the license is appropriate
please submit them to octave-forge.

Here in BioControl Medical we use octave for all of our analysis needs
-- no matlab in sight!

We use octave for:
ECG processing
Statistics
Neural simulations
Electrostatic solver
