Yes, the XCode name came around with 10.3. Apple's instructions for installing
it are here:

Also, if you want Apple's X11, you'll probably need to install that from the
DVD too. (Not necessary with AquaTerm). Again, Apple's info:

Is this now called XcodeTools.mpkg which I have on the install DVD?
Does it replace what was called Mac OS X 10.2 Dev Tools which I had
installed on my old iMac running OS X 10.2 plus Aug 2002 Updater and
Oct 2002 patch.
