On debian life is less (or more) complicated ;)

Did check "ldd octave"? That blas can be really atlas.

Debian octave has such dependieces:

$ apt-cache show octave2.1
...
Depends: atlas2-base | blas | blas2, atlas2-base | lapack | lapack2, fftw2 |
fftw2-double, ...
