This should be compiled with
mkoctfile eigs.cc -larpack
however don't bother as I have come a long way since that version. The
original version was sent in an attempt to get someone to help me
develop further the ARPACK interface, which didn't get that much response.
I'll send what I have for eigs to you offline.
