Why 3.1?  Why not 3.4.3 (which I think is the latest 3.x release)?

RedHat made 3.1 rpms  available for RH7.3.

To compile any recent (3.4.x) gcc you need a somewhat recent gcc anyway :)
I am not sure that you can compile 3.4.3 even with 3.1, I think
you need 3.2 as an intermediate step. And you probably need to update
binutils etc...
So that becomes an involve process.

The preferred solution is to update an entire distribution (rh7.3 is old
and un-supported, but it may be required by some proprietary software
packages).
