octave-2.1-50 configure doesn't find my ATLAS lapack?

I'm trying to build octave-2.1.50 with ATLAS 3.6.0 on Cygwin system, but I 
can't get octave cofigure to find ATLAS lapack (partial LAPACK). Other BLAS 
packages are recocnized propelly.
What could be the problem? Does anyone know how fix this?
