I presume that I'm logged in because I'm communicating with cvs. Then
I've
checked http://fink.sourceforge.net/doc/cvsaccess/index.php and found
Note that this command currently doesn't work if you are behind a
firewall
(this is a limitation in CVS, not in Fink). We are working on a
solution to
tunnel through HTTP firewalls (by enhancing cvs to support these),
but no
release date has been set for this.
I'm using a DSL router which probably has a fire-wall and I don't know
how
to circumvent the firewall if indeed this is the problem.

This is a pure fink issue, unrelated to octave but I'll cc help-octave

IIRC, this was a problem with octave 2.1.40 in fink.
The package was updated because of this, and the fink page lists
2.1.46 as the current version in both stable and unstable branches.

That's right. I have 2.1.40. Fink seems to think this is the most
recent. When I type fink update-all it says:
Information about 1159 packages read in 0 seconds.
No packages to install.
Have you updated the package descriptions?
What does "fink list octave" give you?
